National Two Sessions | NPC Deputy Li Changdong Proposes High-Quality Development of Circular Economy

On March 5, the Fourth Session of the 14th National People’s Congress opened at the Great Hall of the People in Beijing. Li Changdong, Chairman & President of Guangdong Brunp Recycling Technology Co., Ltd. (“Brunp Recycling”), attended as an NPC Deputy and listened to the government work report on-site.

Premier Li Qiang stated in the government work report that 2025 was an extraordinary year. The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China was successfully held, formulating a grand blueprint for China’s development over the next five years. The report systematically elaborated on the key targets, major strategic tasks, and significant projects for the 15th Five-Year Plan period. Driven by the goals of carbon peaking and carbon neutrality, it integrated green development, energy revolution, and circular economy into the core tasks of comprehensive green transformation, providing a clear development roadmap and sense of mission for practitioners in the new energy materials and circular industry.

During the Two Sessions, drafts of multiple laws, including the Ecological Environment Code and the National Development Planning Law, are to be submitted for review. The Ecological Environment Code will be China’s second law named a “code” following the Civil Code.  Its codification will institutionalize the theories, systems, and practical achievements of ecological civilization construction since the 18th National Congress of the Communist Party of China, improving the legal system for ecological protection—an endeavor of profound and far-reaching significance.

As a participant in the green and low-carbon energy transition, Brunp Recycling advances the circular utilization of waste batteries and vigorously promotes recycled materials. With firm determination and practical actions, it drives the high-quality development of the circular economy. At this year’s National Two Sessions, Deputy Li Changdong focused on accelerating socio-economic development and comprehensive green transformation, offering suggestions and proposals.
