1、 Brief introduction of waste battery chemical treatment and disposal working group of National Standard Committee for waste chemical disposal (SAC / TC 294 / WG 1)

The National Technical Committee for waste chemical disposal Standardization (SAC / TC 294) was established in August 2007 with 33 members. The Secretariat is located in CNOOC Tianjin Chemical Research and Design Institute and has two working groups. Among them, the working group for waste battery chemical disposal (SAC / TC 294 / WG 1) was established in September 2013 with the approval of China Petroleum and Chemical Industry Federation, The leader of the working group is assumed by Guangdong Bangpu Recycling Technology Co., Ltd.
The waste battery chemical treatment and disposal working group of the National Technical Committee for waste chemical disposal Standardization (SAC / TC 294 / WG 1) is mainly responsible for the preparation and revision of national standards and industrial standards in the field of waste battery chemical treatment and disposal. The daily work of the working group includes:

1) Formulate the working group plan and objectives for the next year;
2) Regularly organize and hold working group meetings to continuously promote the work plan;
3) Organize and implement the application and implementation of various standard projects of the working group to ensure the effective implementation of the annual plan of the working group;
4) Organize and coordinate the resources and forces that can be integrated and utilized inside and outside the working group to promote the operation of the working group;
5) Timely publish and update the work progress of the working group in the member units of the working group;
6) Member of the development working group.
2、 List of members of the second working group on chemical treatment and disposal of waste batteries (SAC / tc294 / WG1)
The enterprises involved in the standardization of waste battery chemical treatment and disposal include battery production, battery material production, battery recycling and other enterprises, as well as relevant scientific research institutions, colleges and universities, testing and certification institutions, service institutions, industry associations and management departments. The working group (SAC / tc294 / WG1) is based on the principle of broad participation, Members of the working group for the disposal of waste battery chemicals of the second National Technical Committee for the standardization of waste chemical disposal were publicly solicited from relevant units in the society. It is mainly a professional who has a certain professional theoretical level and rich practical experience in the fields of battery and material production, use, scientific research, teaching, distribution, supervision, inspection and recycling, is familiar with and enthusiastic about standardization work, and can actively participate in standardization activities. According to the working rules of the working group, for those recommended by members of the working group or independent applicants, with the consent of themselves and their units, the unit in charge of the working group shall review and summarize them, report them to the Standard Committee for waste chemical treatment and disposal, and join them only after they are approved.
In order to give full play to the functional advantages of the working group and help promote the formulation of standards in the field of waste battery chemical treatment and disposal more scientifically and efficiently, during the operation of the working group, interested individuals and units are sincerely welcome to join, work together to promote the development of the industry and promote technological progress.

3、 Standard release and drafting list

At present, the working group has declared and completed key projects within the framework of the standard system, carried out the preparation and revision of national and industrial standards related to waste battery chemicals by collecting and sorting out the standardization technical achievements of waste battery chemicals, and participated in the standard formulation scheme meeting, standard pre review meeting, standard review meeting, etc. The working group is responsible for drafting 13 national and industrial standards, of which 5 have been issued. In the later stage, it will continue to declare national and industrial standards for the treatment, disposal and comprehensive utilization of waste battery chemicals.

4、 Articles of association of national waste chemical disposal Standardization Committee

Chapter I     Total     be
Article 1    The articles of association are formulated in accordance with the articles of association of the National Professional Standardization Technical Committee and the administrative provisions of the National Professional Standardization Technical Committee.
Article 2   The purpose of SAC / tc294 (hereinafter referred to as SAC) is to implement the reform and opening-up policy, meet the needs of China's socialist market economy and scientific development, promote the rapid development of standardization of waste chemical treatment and disposal in China, and carefully study and Actively adopt international standards and foreign advanced standards, combine domestic and international standardization, accelerate the preparation and revision of waste chemical treatment and disposal standards, constantly improve the waste chemical treatment and disposal standardization system, and further improve the treatment and disposal level of waste chemicals in China.
Article 3   The Standardization Committee of the standardization department is established with the approval of the National Standardization Management Committee. It is a technical organization engaged in the standardization work in the field of national waste chemical treatment and disposal. It is responsible for the technical centralized work of the professional standardization of waste chemical disposal, and undertakes the domestic counterpart work of the corresponding technical committees of the international organization for standardization.
Article 4   The Standardization Committee of the standardization department is in charge of the National Standardization Management Committee and entrusted to the competent department, China Petroleum and Chemical Industry Federation. The seal of the Standardization Committee of the standardization department shall be issued by the National Standardization Management Committee and accept the work guidance of the National Standardization Management Committee and the competent department China Petroleum and Chemical Industry Federation.
Chapter II     Work tasks
Article 5   According to the guidelines and policies of national standardization work, study and put forward suggestions on the guidelines, policies and technical measures of professional standardization of waste chemical treatment and disposal.
Article 6   Formulate and improve the standard system table of the discipline in accordance with the principle of national standard preparation and revision and the policy of actively adopting international standards and foreign advanced standards. Put forward suggestions on the long-term planning and annual plan for the preparation and revision of professional national standards and industrial standards.
Article 7   According to the approved plan, organize the preparation and revision of national and industrial standards for waste chemical treatment and disposal and scientific research related to standardization.
Article 8   Organize the review of the draft of national standards and industrial standards of the discipline, be responsible for the technical contents in the standards, and put forward review conclusions and opinions. Regularly review the published national and industrial standards of the discipline, and put forward opinions on revision, supplement, repeal or continued implementation.
Article 9   Entrusted by the National Standardization Administration Committee and relevant competent departments, be responsible for the publicity, implementation and interpretation of national and industrial standards of the discipline; Collect feedback on the implementation of standards. Review the standardization achievements of the discipline and put forward suggestions on reward projects.
Article 10   Entrusted by the National Standardization Administration Committee, undertake the domestic counterpart technical business of the corresponding technical committee of the international organization for standardization.
(1) According to the development trend of Foreign Standardization and domestic work results of the discipline, review the standard draft and work suggestions proposed by China to the corresponding technical committee of the international organization for standardization.
(2) Responsible for the review and compilation of Chinese versions of international standards.
(3) Participate in technical exchanges and relevant international conferences conducted by the international organization for standardization.
Article 11   Entrusted by the National Standardization Management Committee and relevant competent departments, undertake the evaluation of the standard level within the standardization scope of the discipline, undertake the standard review of the projects within the discipline, and submit the standardization level analysis report to the competent department of the project.
Article 12   On the premise of completing the above tasks, the Standardization Committee of the standardization department can carry out the standardization of the discipline to the society, accept the entrustment of relevant provinces, cities and enterprises, and undertake the formulation, review, publicity and consulting services of local standards and enterprise standards of the discipline.
Article 13   Undertake the matters related to the professional standardization of waste chemical treatment and disposal entrusted by the National Standardization Management Committee and relevant competent departments.
Chapter III     Organization
Article 14   The Standardization Committee of the chemical division is composed of scientific and technical personnel from the following four aspects:
Representatives of scientific research institutes and related majors in Colleges and universities;
Representatives of waste treatment enterprises and chemical enterprises;
Representatives of environmental monitoring stations;
(4) Representative of chemical safety and supervision and inspection.
The members of the Standardization Committee of the standardization department shall meet the following conditions: scientific and technical personnel with high theoretical level and rich practical experience in the specialty, who are still engaged in the work related to the specialty, are familiar with and enthusiastic about standardization work, can actively participate in standardization activities, and have intermediate or above technical titles (the requirements for professional titles can be appropriately relaxed if they have expertise in the specialty).
Article 15   The members of the Standardization Committee of the standardization department shall be recommended by relevant departments, with the consent of their units, and shall be appointed after being submitted to the National Standardization Management Committee for examination and approval, and the letter of appointment shall be issued. Members may be re elected.
Article 16   The Standardization Committee of the chemical division shall have one chairman and three vice chairmen. The Standardization Committee of the standardization department has a Secretariat with one secretary general and two secretaries.
Article 17   Rights and obligations of members
In order to give full play to the role of the Standardization Committee of the chemical division and improve work efficiency, accelerate the speed of standard preparation and revision, and ensure that all work is completed as planned. The following requirements are put forward for all members:
(1) Members shall actively participate in the work of the Standardization Committee and attend the meeting of the Standardization Committee of the chemical division on time. If they are unable to attend the meeting for some reason, they shall ask for leave. For those who are absent for two consecutive times without reason, or are often unable to participate in the activities of the Standardization Committee of the standardization department and are not suitable to continue to serve as a member due to job transfer, the Secretariat shall submit a report to the National Standardization Management Committee for dismissal with the consent of the chairman and vice chairman.
(2) The committee members shall return the standard review opinions in time within the time limit required by the Secretariat. In order to encourage members' support for this work, the Secretariat will give a notice of praise or appropriate rewards to members who insist on returning their opinions on time and seriously after asking the chairman's consent.
Members have the right to vote in the Standardization Committee and have the right to obtain the materials and documents of the Standardization Committee of the standardization department. The unit to which the committee member belongs shall pay information, materials and other fees on time. The member's unit pays 3000 yuan for information and materials every year.
Article 18   According to work needs, the Standardization Committee of the chemical division may employ a few prestigious experts and scholars as advisory members.
Article 19   The Standardization Committee of the chemical division can set up observation members. The application for observation members shall be submitted by the enterprises and institutions related to the Standardization Committee of the chemical division and approved by the Standardization Committee of the chemical division. There is no limit to the number of observation members.
When invited, the representatives of the observation members may attend the meeting of the Standardization Committee of the standardization division as nonvoting delegates, express their opinions, put forward suggestions, and participate in the drafting and discussion of relevant standards, but have no right to vote. Observer members have the right to obtain information and documents from the Standardization Committee of the chemical division.
Article 20   The observation members shall pay 2000 yuan of information and materials fee to the Standardization Committee of the chemical division on time every year.
Article 21   Chairman and vice chairman
Elected from among the members. The selection method shall be nominated by the superior competent department through consultation with relevant units, and reported to the National Standardization Management Committee for approval and appointment.
The chairman and vice chairmen preside over the annual meeting of the Standardization Committee of the chemical division and are responsible for the examination and signing of the standards. When the annual meeting of the committee is not in session, it is responsible for making decisions on important issues, and the daily work of the Standardization Committee of the standardization department is handled by the chairman of the unit where the Secretariat is located.
Article 22   secretariat
The Secretariat is located in CNOOC Tianjin Chemical Research and Design Institute. The Secretariat is responsible for handling the daily work of the Standardization Committee of the standardization department under the leadership of the chairman and the Secretary General when the annual meeting of the Standardization Committee of the standardization department is not in session.
The Secretariat shall also accept the administrative leadership of CNOOC Tianjin Chemical Research and Design Institute. The work of the Secretariat shall be included in the work plan of CNOOC Tianjin Chemical Research and Design Institute, and CNOOC Tianjin Chemical Research and Design Institute shall provide necessary working conditions for the Secretariat.
The staff of the Secretariat shall be selected from the relevant scientific and technological personnel and management personnel of the unit. The Secretary General shall be nominated by the unit where the Secretariat is located, consulted with the principal and deputy directors, approved by the superior competent department, and appointed after being approved by the National Standardization Management Committee. Other members of the Secretariat shall be discussed and decided by the affiliated unit and reported to the National Standardization Management Committee for the record.
Superior units can send representatives as liaison officers according to work needs.
Article 23   Working group
According to the needs of each new standard preparation, a temporary standard preparation working group shall be established. The leader of the working group shall be proposed by the member units of scientific research, waste treatment and universities in the Standardization Committee of the chemical division and reported to the Standardization Committee of the chemical division for confirmation. Members of the Standardization Committee of the non chemical division can also serve as the leader of the working group if they have enthusiasm and suitable candidates. The working group is fully responsible for the preparation of the standard, and should often contact the Secretariat to report on the progress of the standard. When the standard task is completed, the working group will withdraw.
Article 24   The term of office of the Standardization Committee of the chemical division is 5 years. The replacement work shall be carried out in accordance with the administrative measures of the National Professional Standardization Technical Committee. The replacement scheme shall be proposed by the Secretariat of the Standardization Committee of the chemical division and submitted to the relevant competent departments for review.
Chapter IV     Working methods and procedures
Article 25   The suggestions of the Standardization Committee and working group of the standardization department on the preparation and revision of national and industrial standards shall be submitted to the petrochemical Federation, and then submitted to the competent department of standardization under the State Council and relevant competent administrative departments under the State Council respectively after examination.
The standard submission draft reviewed and approved by the Standardization Committee of the standardization department shall be sent to the petrochemical Federation, which shall report to the competent department of standardization under the State Council or relevant competent administrative departments under the State Council according to regulations.
Article 26   The Standardization Committee of the chemical division shall regularly report to the petrochemical Federation; The working group shall report to the Standardization Committee of the chemical division on a regular basis.
Article 27   Other working procedures of the standardization division and the Standardization Committee shall be implemented in accordance with the relevant provisions of the competent department for standardization under the State Council.
Article 28   Major issues in the work of the Standardization Committee of the chemical division must be voted by two-thirds or more of all members present at the meeting.
In principle, the Standardization Committee of the chemical division shall hold a plenary meeting once a year, which shall be presided over by the chairman. The meeting mainly solved the major decision-making problems of the Standardization Committee of the standardization department and put forward the standard preparation plan; Establish a working group and determine the team leader; Determine the budget and settlement of funds; Review the annual work report of the Secretariat; Review and approve the standards and determine the work plan for the next year and the work points of the Secretariat for the next year; Other interim resolutions.
Article 29   The working group is the core organization for the preparation of standards. The team leader unit shall formally submit the preparation standard plan and agreement. The agreement shall include the completion period of the draft for comments, the draft for review and the draft for approval, the personnel and main measures of the units participating in the working group, and the fund budget, etc. The standard preparation agreement is of a contractual nature. The team leader unit shall ensure that the standard preparation task is completed on time and with high quality. The working group should keep in touch with the Secretariat during the preparation of the standard. The Secretariat may also send personnel to participate in the discussion of standards.
After the working group completes the draft standard for comments (including annexes), it will be distributed to the members of the group, the members of the Standardization Committee of the chemical division and relevant units for comments. After a comprehensive analysis of the opinions put forward, and after discussion and modification by the working group, a draft for review is proposed and submitted to the Secretariat.
Article 30   Standard review passed
After receiving the draft submitted by the working group for examination, the Secretariat shall submit it to all members for examination after it is preliminarily reviewed by the Secretariat and submitted to the chairman for review. If the preliminary review fails, the Secretariat may return the original to the working group for revision before review. The review can adopt meeting review or letter review. Review mandatory standards and recommended standards of great technical and economic significance, involving a wide range of areas and with many divergent opinions; The rest can be examined by letter. During the review of the meeting, the organizer shall submit the meeting notice, the draft of national standards for review, "preparation instructions" and relevant annexes, "opinion summary and processing table" to the departments, units and personnel participating in the standard review meeting at least one month before the meeting. During the letter review, the organizer shall submit the letter review notice, the above documents and the "letter review sheet" to the departments, units and personnel participating in the letter review two months before the letter review vote. In principle, consensus shall be reached during the review of the meeting. If a vote is required, it must be approved by at least three fourths of the members present at the meeting. The letter review also requires the written consent of three-quarters or more of the members. When the attendance rate of the representatives and the reply rate of the letter review are less than two-thirds, the review shall be reorganized. If the representatives of the meeting do not attend the meeting or state their opinions during the joint review, and fail to vote within the specified time during the letter review, the votes shall be counted as abstention. For standards and terms with different opinions, the proposer shall try to put forward demonstration materials with different views. The voting situation and opinions on the review of standards shall be sorted out and submitted in writing.
Article 31   Standard approval
For the standards reviewed and approved by the Standardization Committee of the standardization department, the working group shall sort out the draft for approval and relevant attachments according to the format required by the National Standardization Management Committee, and submit the electronic documents to the Secretariat at the same time. The working group or standard drafting unit shall be responsible for the technical content and preparation quality of the standard draft for approval. After being reviewed by the Secretariat and signed by the secretary general, it shall be submitted to the chairman and vice chairman for review and signature, and then submitted to the competent department, China Petroleum and Chemical Industry Federation. After the competent department China Federation of petroleum and chemical industry reviews and agrees, the national standard shall be submitted to the National Standardization Administration Committee for approval and issued after unified numbering. The industrial standards shall be submitted to the relevant administrative departments under the State Council in accordance with the professional management regulations issued.
  Chapter V     funds
Article 32   The funds of the Standardization Committee of the chemical division shall be raised and spent in accordance with the principle of earmarking.
Article 33   Source of funds
(1) Subsidies for the preparation and revision of standards by the National Standardization Administration Committee and relevant competent departments;
(2) Fees paid by members and corresponding members;
(3) Funding for the standardization work of the specialty by affiliated units and other relevant units;
(4) Income from technical consulting and services.
Article 34   Expenditure
(1) Expenses for Standardization Committee meetings and other activities of the chemical division;
(2) Expenses for providing information to members, correspondents and relevant units;
(3) Remuneration and rewards for compiling, writing, translating, proofreading and reviewing standard materials;
(4) Funds for the daily work of the Secretariat;
(5) When conditions permit, subsidies shall be provided for the preparation and revision of standards.
Article 35   The budget plan of the Standardization Committee of the standardization department shall be proposed by the Secretariat and implemented by the secretariat after being reviewed by the Standardization Committee of the standardization department. The Secretariat shall submit the fund budget plan and the final account report of the fund expenditure of the previous year to the Standardization Committee of the standardization department every year, which shall be reviewed and approved by the annual meeting of the Standardization Committee of the standardization department.
Chapter VI     supplementary articles
Article 36   In order to fully mobilize the enthusiasm of all parties, strengthen the preparation and revision of standards, and encourage any individual, group or unit to provide the Standardization Committee of the chemical division with the draft professional standards for waste chemical treatment and disposal or suggestions for improvement. The Standardization Committee of the chemical division will reward the standards that have significant economic effects in production.
Article 37   The code of Standardization Committee of chemical division in China is SAC / tc294.
Article 38   Matters not covered in the articles of association shall be handled in accordance with the relevant provisions of the National Standardization Management Committee.
Article 39   The articles of association shall be interpreted by the Standardization Committee of the chemical division.
Article 40   The articles of association shall be implemented after being approved by the competent department, China Petroleum and Chemical Industry Federation and the National Standardization Administration Committee from the date of adoption by all members of the Standardization Committee of the standardization department.
